Italy overflight and landing permits

LFS prepares and follows up Italy overflight, landing and technical-stop permits with the Ente Nazionale per l'Aviazione Civile (ENAC) — for scheduled, non-scheduled, VIP, diplomatic and military operations — from one 24/7 trip file.

Foreign aircraft entering Italy airspace or landing in Italy (ICAO prefix LI) may need prior permission from the Ente Nazionale per l'Aviazione Civile (ENAC). What is required depends on the type of operation, the aircraft, the operator, the route and who or what is on board.

Rome Ciampino (LIRA) is a common gateway, but LFS plans each request against the actual routing and destination, and files the neighbouring permits on the same trip so every approval agrees.

Italy permits by type of operation

Scheduled operations

Scheduled services into Italy normally operate under traffic rights from an air services agreement plus an operating permit or schedule approval from the Ente Nazionale per l'Aviazione Civile (ENAC). LFS helps with filings, schedule changes, extra sections and ad-hoc flights that fall outside the approved programme.

Non-scheduled: private, charter, cargo, ferry and medevac

Non-scheduled flights usually need an overflight and/or landing permit for each trip. Commercial charters and cargo flights are assessed more closely than private flights, and any touchdown — even a fuel stop — is a landing. See technical stop support.

VIP and head-of-state flights

VIP movements often combine a civil permit with protocol, security and ramp arrangements at the airport. LFS coordinates the permit together with VIP handling so the timings, parking and passenger arrangements match.

Diplomatic and state aircraft

State and diplomatic flights are normally requested through diplomatic channels — the operator's embassy or ministry of foreign affairs to its Italy counterpart — rather than as a standard civil permit. LFS prepares the technical file and tracks the clearance. See diplomatic clearances.

Military aircraft

Military overflights and landings in Italy need diplomatic clearance from the state, usually via the defence attaché or foreign ministry, and may have additional route, weapons and crew requirements. LFS supports the civil and ground side of these operations once clearance is in progress.

Typical lead times for Italy

LFS planning estimate for this region (not an official authority requirement): overflight often not required for private flights; 1–2 working days where it is; landing 1–3 working days for commercial non-scheduled flights; state, diplomatic and military clearances 3–7 working days via diplomatic channels. Weekends, public holidays and security vetting can extend these.

Short notice is still possible. The LFS desk works 24/7 and, even for short-notice trips, we work the request directly with the authority to get the flight cleared — AOG, medevac, humanitarian and urgent VIP flights are filed as soon as the file is complete. The final decision and timing always belong to the Ente Nazionale per l'Aviazione Civile (ENAC). See urgent flight permits.

Information typically needed

  • Operator name, nationality and whether the flight is private, commercial, state or military.
  • Aircraft registration, type, MTOW and call sign.
  • Routing with Italy FIR entry and exit points, and UTC times.
  • For landings: airport, ground time, passenger and crew numbers and nationalities, or cargo description.
  • Certificates of registration, airworthiness and insurance, plus AOC for commercial flights.

What LFS does for Italy permits

LFS is a flight support provider, not part of the Ente Nazionale per l'Aviazione Civile (ENAC), and never promises an outcome. Within that, we:

  • Tell you which authorisations the trip appears to need.
  • Check documents for consistency and expiry before filing.
  • Submit, follow up and amend the permit when timings or aircraft change.
  • Coordinate handling, fuel and crew logistics in Italy on the same file — see overflight permits and landing permits.

Inquiry checklist for operators

The more of this you can share in the first message, the faster the request can be assessed:

  1. 01Operator legal name and 24-hour contact.
  2. 02Aircraft registration, type, MTOW and call sign.
  3. 03Type of operation: scheduled, non-scheduled, VIP, diplomatic or military.
  4. 04Overflight, technical stop or landing (airport and ground time).
  5. 05UTC dates and times for each sector.
  6. 06Crew and passenger nationalities, or cargo description.

Frequently asked questions

Who issues Italy overflight and landing permits?

Civil permits are issued by the Ente Nazionale per l'Aviazione Civile (ENAC). State, diplomatic and military flights normally go through diplomatic channels. LFS prepares and follows up the request; the decision belongs to the authority.

How far in advance should I request a Italy permit?

As a standard guide: overflight often not required for private flights; 1–2 working days where it is, landing 1–3 working days for commercial non-scheduled flights. LFS confirms a realistic timeline once we have your trip details.

Can LFS get a Italy permit at short notice?

Yes — the desk works 24/7 and handles short-notice requests to get flights cleared, subject to the authority's decision. Send the trip through the request form.
